Action Requested: City of Calgary Project: Addressing Street Harassment in Calgary

Street Harassment not only restricts the physical and geographical mobility of the victim, but also diminishes the feeling of safety and comfort in public places. On December 15, 2020, a Notice of Motion was passed by City Council asking City Administration to provide recommendations that address street harassment in Calgary. Currently there are no provincial laws against street harassment in Alberta. This project will:

  1. review current bylaws related to public safety and identify existing gaps with respect to street harassment;

  2. engage with Calgarians on the topic of street harassment and its resulting impacts on quality of life; and

  3. determine whether the City of Calgary has the jurisdiction required to enact a constitutionally defensible bylaw that addresses street harassment.

We know that this is a difficult topic to discuss, however in order to understand the systemic needs and challenges associated with street harassment and its impacts, we are connecting with agencies and organizations in Calgary who work with these issues on a regular basis. Your perspective is vital. We want to hear from you about the potential actions that The City can take to address street harassment in Calgary. There are three ways you can provide input:

You can provide feedback online from July 22 to August 29, 2021. Return as many times as needed during this time to answer the questions and share your thoughts. We will summarize and share the feedback on our website and through email by October 2021. In case we require further clarification, we will follow up with you in the fall of 2021.

Thank you for your time in supporting our project. Your feedback along with municipal and legal research will be used to create options and a recommendation for Council in winter 2022.
